Remarks concerning the final marks
The final marks that have been awarded by the Blog Referee Observer(s) for every official are aimed at expressing a general assessment on the respective official’s performance.
They comply with certain and different evaluation scales that are exposed and explained in the Referee Observation Checklist (a separate document).

The Referee

I. MATCH
·       Background
The match had a certain historical background: at 2006 FIFA World Cup Germany, Russian official Ivanov issued twelve yellow cards and four red cards in this match. Nonetheless, the background of this match in Group B was a completely different one. Netherlands had to win, which they did not manage, so that they are leaving the tournament with three losses in a row. The Italian officials had no bigger problems with the match itself, which revealed few challenges but which contained two remarkable situations which had actually needed a sending-off. The pitch was good, the weather as well and the atmosphere intense, but not unfair.

·       Parameter Mark 1: Degree of Difficulty and Importance
AWARDED MARK FOR THIS PARAMETER
75,0

II. CONTROL
·       Comment
There was no real lack of control, even though it must be mentioned that there have been more protests than in the previous matches. However, Rizzoli was – deploying his authority and personal appearance – in full control of the match.

·       Exemplary situations that strengthen the general impression
Minute
Situation and Assessment

·       Parameter Mark 2: Control
AWARDED MARK FOR THIS PARAMETER
84,0

III. DECISIONS
·       Application of the Laws of the Game – Comment (advice: always refer to aspects like card management, infringement detection, the application of the advantage rule, holding in the penalty area after set pieces, simulation and lay extra ordinary high emphasis on match influencing or even decisive decisions)
There have not been that many challenges which revealed further room for interpretations, but two which have been considerable. Willems (NED) made a very hard tackle from behind, a brutal foul with one leg in front which should have entailed a straight red card. The same counts for Sneijder (NED), who stepped on his opponent’s foot. A clear violent conduct, Rizzoli should have seen that. Apart from that a good application of the advantage rule and he correctly recognized some studs-up-fouls and ellbow offenses.

·       Important Decisions ((non)given cards should be mentioned, other important decisions in the opinion of the observer)
Minute
Situation and Assessment
3
Huntelaar enters the box and is slightly pulled by his opponent, no penalty a correct decision
6
correct free kick awarded to Portugal, even though a previous duel could not be judged by the referee as he had problems with positioning, so that the action occurred behind his back
8
foul on Stekelenburg (NED) correctly recognized
18
confusion after a corner kick by POR: Nani slightly touched the ball so that latter was actually already in play, another Portuguese player approaches and takes the ball with his hands in order to execute the corner kick, neither the referee nor AR1 have realized that
20
no penalty to POR, correct
25
no YC after a foul by Moutinho (POR), still correct
30
studs-up foul committed by Sneijder (NED), correctly whistled and important call
37
possible YC to van der Vaart (NED) for stopping an attempt with the arm, which touched the Portuguese striker in his face. (A)AR1 could have helped.
42
handball offence by Huntelaar, rather no YC, correct
50
potentially oversaw a striker foul committed by Robben (NED) on Pepe (POR), latter fell very easily even though it was a hard pushing, free kick would have been adequate
51
YC to Willems (NED) for a foul. A brutal one from behind, too motivated, only touched the opponent, should have been a dark red card
53
correctly recognized a dive committed by Pereira (POR) in his own half, only a harsh admonition, still ok
56
missed a red card to Sneijder (NED) who clearly stepped on Pereira’s foot to accelerate the execution of a free kick, furthermore, he pushed him. A violent conduct, Rizzoli was 5 metres away and had free view
57
an overseen corner kick in favour of POR, AAR1 should have supported him
66
duel between de Jong (NED) and Meireles (POR), latter is touched in his chest and immediately falls and does not stand up again, no whistle for foul and no quick medical treatment, replays showed that it could have been a free kick to POR
69
ellbow offense committed by van Persie (NED), YC to him. A correct decision, the Dutch defender can be lucky with this call. Still yellow.
73
after the goal, he quickly avoided an exaggerated cheering with the substitutes
90+2
YC to Pereira (POR) for a repeated foul, just as correct as unnecessary

·       Parameter Mark 3: Decisions
AWARDED MARK FOR THIS PARAMETER
57,0

Comment
Very good line, allowed hard football and had a good feeling for communication and interaction with the players. However, his lenient line perhaps led to a missed red card for a brutal foul. The missed violent conduct was assuredly a wrong interpretation and no subject of tactical approach.
Minute
Situation and Assessment
53
correctly recognized a dive committed by Pereira (POR) in his own half, only a harsh admonition

I. MATCH
·       Comment
Also challenged, less to do that his colleague, but probably bigger calls. Some physical problems in following the action preceding the 2-1, apart from that good.

·       Parameter Mark 1: Degree of Difficulty (only aspects concerning the AR2)
AWARDED MARK FOR THIS PARAMETER
85,0

II. DECISIONS
·       Application of the Laws of the Game – Comment
Correct offsides and onsides: he had problems to follow the 2-1 and was six metres away from the height of the ball when the pass for the 2-1 was played. Therefore, doubts have to be raised whether he was even able to make a clear judgment, anyway, it was correct. He furthermore disallowed a goal, which was correct.
